I have drawn a bit of a google blank on this one, in terms of finding the English translation. References appear in French, but I am still not sure what this means. Any ideas?

Les compteurs statiques

Les compteurs statiques, plus couramment appelés débitmètres, regroupent en particulier les débitmètres électromagnétiques, à ultrasons ou encore déprimogènes.

Les possibilités de mesure des compteurs mécaniques sont parfois insuffisantes c’est pourquoi les exploitants ont souvent recours aux compteurs statiques pour mesurer de forts débits (le débit maximum admissible par un compteur statique est deux fois supérieur à celui d’un compteur mécanique, à diamètre égal).

agree Tony M : Makes sense, tho' I don't have specific knowledge; 'depression' is commonly 'pressure drop', this seems to be a meter that generates a depression, ergo...

Comment: "Whilst the other answer was obviously accurate, I went with this one because elswhere in the text the possibility of drops in pressure was referred to several times (although I did not state this in the question) so I felt that a 'pressure drop flow meter' was more appropriate in the particular context to describe what is probably exactly the same thing as the other answer, just a different way of putting it (I understand that it would also measure increases in pressure - but I think that woudl be taken as read). "

differential pressure flow meter

Got this from a personal glossary I drew up earlier this year when working on some EDF/GDF stuff. I can't quote the sources, but generally for that project, I found reliable bilingual sites of the manufacturers of such things.
