coffret = (electrical) box — if we already know the context is an electrical installation, no need to specify that here. If your wider context gives more details, you may be able to find alternative terms for 'box', but without, it's dangerous to over-interpret here — we don't know what its function is.
TGBT = Tableau Général Basse Tension — I usually spell it out in full as above, because I don't believe a 'standard' abbreviation is used in EN; 'LV', however, is indeed a standard abbreviation for 'Low Voltage'.
The FR is slightly telegraphic, but I'm assuming that the 'coffret' is being 'alimenté' from the 'TGBT', and this supply incorporates 'comptage' (= 'metering' in an electrical context); it is conceivable, from the ambiguity of the FR word order, that the 'comptage' might be included in the 'coffret', but I think this is technically probably less likely. Perhaps our FR native-speaker colleagues could give their thoughts on whether or not this is ambiguous and whether or not there are any clues to help decide?

: We cannot assume 'coffret' = 'distribution board', nor can we assume it incorporates the metering; and we'd more naturally say 'fed from' rather than 'by'
