French term

3L + PE

French to English Tech/Engineering Electronics / Elect Eng electrical specs
What does this stand for? It's on the electrical specifications for a piece of milling equipment manufactured in Switzerland. The abbreviations may be international, as I found them in a bi-lingual EN-DE document, but I'm not sure. I think they refer to power cables.
Here's the whole thing:
400V 50 Hz

earthing is UK English, in the U.S. it's grounding, of course.
