Does this just means it opens???

It means that the current passes through. On-state means that the device is actuated but, being some kind of relay, it might have a NO (normally open) contact that when actuated closes and lets the current pass - this case - or, a NC (normally closed) contact that does the contrary. To avoid any ambiguity the text describes the electric path.
