program of studies
I am inclined to say this is a program of studies and not a "regime"
en.wikipedia.org/wiki/Regime
The word regime (also "régime", from the original French pronunciation) refers to a set of conditions, most often of a political nature.

Why is "établissements agréés" in plural?

Hmm, my understanding is that this about a social security regime:
http://etudiant.aujourdhui.fr/etudiant/info/securite-sociale...
"Tout étudiant de plus de 18 ans inscrit dans un établissement d'enseignement supérieur agréé par la Sécurité sociale est obligatoirement affilié au régime étudiant et a un numéro de sécurité sociale propre."
http://www.profilprof.com/couverture-sociale-etudiante
"À noter : si vous poursuivez vos études dans un établissement d'enseignement non agréé, vous ne pourrez pas vous affilier à la sécurité sociale étudiante. "
So, according to one of the two major student social security "providers", the translation is "student regime":

: The answer to 'Why is "établissements agréés" in plural?' lies in understanding 'régime des étudiants'.// >1 institution? Your refs showing that this could mean student social security regime do potentially throw another light on this.

For me, "établissements agréés" refers to "Service d’exploitation de la formation aéronautique". Could you please share what you understood?
