The term seems to be used only in Algeria. Various articles discuss its decriminalisation (see below), but none of them define exactly what "acte de gestion" is.

Of course: acte de gestion is management action/administrative action or similar.
However, without knowing much about the Algerian context, I assume they are referring to management liability protection, rather than protecting criminals in the management of banks or public administration.

Management act

The notion of "Acte de gestion" is known as "Management act". The Algerian case is simply higlighting the fact acts defined as management act are to be decriminalized. This notion applies to the public sector and precisely in administrative law where it designates actions and decisions by managers.

It's part of an on-going policy discussion in Algeria surrounding an anti-corruption campaign :

Justice Minister Tayeb Belaiz said Thursday Algeria was working for decriminalizing management decisions while maintaining a balance between the fight against corruption and protection of honest managers. "Concerning decriminalization of management decisions, there is a political will to fight against corruption in line with the law and to provide guarantees to managers allowing them to do their work safely,"
