agree with you I found this definition online (this chartreuse was made with game but I suppose it is the same for fish) "dressage de l'élément principal dans un moule, rond ou ovale, uni, garni, sur les parois, soit de légumes disposés par rangées superposées, soit d'autres articles disposés semblablement", there is also a picture that might help you http://libelyon.blogs.liberation.fr/blog/2008/12/chartreuse-...

chartreuse Normally a chartreuse was a mixture pf vegetables (the monks couldn't eat meat), but now one sees seafood chartreuse. Could be a mixture of vegetables wih seafood?

Skate Chartreuse

I wouldn't translate it. On the off chance that, in this case, it's a dish made with Chartreuse liquor (doubtful, see my discussion entry), it would be Skate prepared with Chartreuse, or Skate à la Chartreuse.

it's a proper name of the Grande Chartreuse monestry, and therefore it is not translated, but kept in the French original.

Cabbage with carrots

The dish described is skate fish served in the Chartreuse style, or the skate (but possible for any type of meat, fish, etc) served inside a pattern of boiled cabbage leaves and carrots. The cabbage leaves and carrots create a striated exterior "shell" to hold, in this case, the skate fish.
