As far as I can see this corresponds to the design phase of a project.
It can have various aspects (graphics + storyboarding, development, staging on servers, etc.). The fact that they do both networking and IS, doesn't really change anything. I would imagine that this is really the IS part though.

I think this is where they simulate the network on a smaller and/or independent milieu to make sure it runs properly before installing it for the client (i.e. before converting the client's IT system to the new network).
