This is a user guide for a blister-pack printing machine.
This particular section explains what the filenames sent to the scheduler mean (application scheduler, not human being).
"Code de synthèse (7 caractères) + 1er caractère à ‘’0’’ fonction **anti-doublon inhibée**, “1” = Ok ; “2” = doublon détecté"
I presume this means that when the 8th digit is"0" it means duplication is disabled, when the 8th digit is "1" duplication is OK, and when 8th digit is "2" duplication is detected.

I think your interpretation is close but not quite right.

0 = Duplication detection not active
1 = Duplication detection active and this one is not a duplicate
2 = Duplication detection active and this one is a duplicate
