Lara is on the right track. Cependant, I would suggest changing the word order colleges regulations (230 hits on *.co.uk sites) rather than regulations of college (30 hits on *.co.uk sites).
Further more, I actually replace college directly with H.E.I and go for: As provided for by HEI regulations/policy depending on context.
