Apparently, this is used for sport and the Apte means fit (for sport).
However, I'm not convinced we would put this in English and I think we're more likely to simply keep the continuous assessment and then you have the mark next to it.

No, this is not about the sport but the control of the level of education of the pupils and I think also of the teachers. So apte would me that he has passed that exam. I don't know if there are such test in anglo-saxon education system.
