at the breast walls or sills
It means the measurements are taken at the "allèges" etc. not "perpendicular" to them, which could be misunderstood. However, "allège" is a tricky term that can mean a number of things. It could mean a breast wall, but it could mean the supporting masonry under a balustrade or Juliet balcony. It doesn't mean a "spandrel", which is a "tympan" in French.
What are the "aménagements" referred to? I would guess that this is the clear height available for getting stuff in and out of the building. So, if the height is measured before the sills and windows are installed, it would be from the top of the breast wall, if after, then it would be from the sill or bottom of the window opening.

Sills tout court is preferable to "window sills", because it is more general.

: It's not the sill, but the wall below. Ok for breast wall.

It can be correctly translated as "sill", particularly if that is a word one would use in English to describe how to take these measurements.

In order to be unambiguous.: "Right of the breast wall". Has nothing to do with busts as some fellows are trying to joke about my proposals, obviously for lack of real counter-arguments.

Discussion
Although 'allège' translates as 'window breast' (wall under a window ledge), in this context, where it's talking about measuring clearance height at a right angle to something, I'd suggest (window) sill.

In this example, the writer refers to prefabricated panels on a facade:

Eine rechtliche Deutung als "droits de" im Sinne von Gebühren würde ich hier ausschließen.
