I think that it should read "nomination des lieux", if I'm not mistaken.
This is simply the "naming places/locations."
Here's my translation of the entire sentence:
Naming places/locations requires some sort of tangible recognition over a relatively long period.
consist of (consiste en) = involves = calls for = require
une reconnaissance = some sort of recognition (In English, we can't say "a recognition). "Some sort of recognition" means "a form of recognition." I'm trying to help you understand the "une" reconnaissance.
