One could say "use of the dwelling as ...", which is perhaps a bit closer to "affectation", but not "recognised", as that would require a subject to do the recognising, which isn't there in the source.

disagree Tony M : Not at all appropriate in register, and we can't assume that 'logement' means 'flat', so this amounts to over-interpretation.
