to flesh out

When you have a skeletal plan, abstract ideas, approximate resources, provisional dates, etc. You flesh out your plan by making it specific and filling the blanks.

Search the web for "flesh out a plan" and you will see plenty of examples.

Another alternative is "to put together a plan", but that would be close to:

Beware a common mistake that my colleagues in IT used to make in technical documents, they used to \"flush out the design\". Fortunately, writers and readers were equally unlettered, so no one thought that the author was sending their design down the tubes, or at best making the design flat:)
