Contexto: anunciado el fallo condenatorio, se concedió la palabra a las partes para que se pronunciaran respecto de la tasación de la pena.
Segmento con el término: a su turno, el representante de la víctima dijo que, teniendo en cuenta que no se había demostrado que el procesado tuviera antecedentes penales, pedía que se partiera del PRIMER CUARTO MÍNIMO al momento de determinar la pena a imponer.
Entiendo que se trata de una manera de calcular el tiempo de encarcelamiento que le corresponde al condenado, pero no encuentro ninguna referencia para saber de cuánto tiempo se trata y cómo expresarlo en inglés.

In this regard, it should be clarified that the individualization of penalties in Colombia is calculated through the quarter system (figure 8). To determine the duration of the penalty, the judge must identify the quarter depending on the circumstances of greater or lesser punishability. When the quarter in which the conviction is to be placed is selected, the judge must weigh the seriousness of the conduct, the nature of the circumstances of punishment and the damage caused by the crime. Articles 55 et seq. of the Criminal Code establish criteria of greater punishability (committing an offense against public goods, committing the crime with intentions of intolerance and discrimination, increased suffering of the victim, among others) and less punishability (such as the lack of a criminal record, acting on the grounds of altruism, acting in a state of emotion, personal circumstances, reducing the negative consequences of the behavior, voluntarily repairing the damage, poverty or lack of education, among others).

Discussion
Se refiere al artículo 61 del código penal de Colombia:
Artículo 61. Fundamentos para la individualización de la pena
Efectuado el procedimiento anterior, el sentenciador dividirá el ámbito punitivo de movilidad previsto en la ley en cuartos: uno mínimo, dos medios y uno máximo.
El sentenciador solo podrá moverse dentro del cuarto mínimo cuando no existan atenuantes ni agravantes o concurran únicamente circunstancias de atenuación punitiva, dentro de los cuartos medios cuando ocurran circunstancias de atenuación y de agravación punitiva, y dentro del cuarto máximo cuando únicamente concurran circunstancias de agravación punitiva.
