Arabic term

عربة الركوب (الحنطور)

Arabic to English Law/Patents Law (general)
I'm translating Egyptian traffic regulations, and a bit confused at the sight of this, cause sometimes it's mentioned together with animals, which makes it a horse wagon? However, in other cases it looks like a passenger vehicle, although vehicles are usually referred to as مركبات here. I could def use some help!
