Not entirely sure how to translate this in this context. Any help much appreciated.

Really don't think you need to worry about the idea of derogation, since the relevant article is entitled "Foro stabilito per accordo delle parti".

Notwithstanding the competence of any other court,
I think they mean, they consent to Lecce jurisdiction n derogation of the jurisdiction of any otherwise competent courts, but I don't know how to squeeze that into four EN words. In USA EN we probably would "consent to jurisdiction in [wherever]" without any need to mention derogation.

I wouldn't call it a waiver in US - it's a choice of forum. But, for non-US, Adrian may be closer to the right answer.
