601.2 Work Area
The work area, as defined in Chapter 2, shall be identified on the construction documents.

WORK AREA. That portion or portions of a building consisting of all reconfigured spaces as indicated on the construction documents. Work area excludes other portions of the building where incidental work entailed by the intended work must be performed and portions of the building where work not initially intended by the owner is specifically required by this code.

neutral Neil Ashby : "rehabilitación de edificio" sounds like renovation of existing buildings rather than development of new ones. I guess more context will confirm this.

area for intervention / renovation/refurbishment

Without more context (a few sentences before and after the one with the term, for example) any of these options could work.

"intervention" (or even "improvement") for more general works.
"renovation/refurbishment" if indeed it specifically refers to renovation works.

"area for restoration" is another possibility if the building is quite old/dilapidated.

agree patinba : Intervention is much used in archtecture, added to which as only a ground floor is involved, development does not quite fit.
