Apart from translation... ... do you know what the words mean? If not, it may serve your needs better to post the term as a monolingual question (Arabic to Arabic) so that those who are fully conversant in Moroccan legal language can help you understand the expression, without having to struggle to translate it to English, as that would involve a different skill set. Once you are comfortable with the meaning, I am sure you will be able to translate it yourself. It does not seem that complicated, once the meaning has been clarified.
