(11a) Where the Parliament, Commission, or Member States have activated the Article 7 mechanism, having determined a breach of Article 2, the Commission should issue a recommendation to Member States to instruct their executing authorities to review EPOC and EPOC-PR requests on the basis of this Regulation, originating in those States in breach, with a higher level of scrutiny and in light of the determination.
