It is about inventory in hospital

So again, I'm not saying throw inventory at the problem any more than I would say throw people at the problem. But if we really look at the process and find that we don't have enough, sometimes we're gonna see increases in some areas, maybe while also achieving decreases in other parts of the hospital.

Je pense que c'est juste du langage parlé un peu imagé, littéralement ça donnerait "je ne dis pas qu'il faille lancer l'inventaire sur le problème [sous-entendu pour le résoudre], de même que je ne dis pas qu'il faille lancer le personnel sur le problème [idem]" ; donc en gros "je ne dis pas que l'inventaire soit la (ou "l'unique") solution, pas plus que je ne dirais que le personnel l'est"

agree Eliza Hall : Yes. A common phrase in English is "throwing money at the problem" (i.e. trying to solve a problem by spending more and more).

résoudre ... à coups de

Throwing X at a problem doesn't mean that X is the solution. It means using a large quantity of X in order to try to solve the problem. So, throwing people at a problem means committing a lot of people to dealing with the problem.
