I've found many definitions for this acronym but none regarding banking.

I wouldn't necessarily expect to find it online if it's a bank's internal abbreviation.

Il semble effectivement que ce soit du jargon interne mais ils parlent bien d'éligibilité donc je pense qu'il s'agit de personnes morales ou physiques non-éligibles donc je traduirais "Personne non-éligible" par "Non-eligible person or entity"
