Whereas competencia, as far as I know, often means skills or competence, here is seems to refer to an office or division of a minsitry. Is that an established usage? The text is abuot Argentina. Thanks!

Based on the original, tough to say which use of "competencia" is the best fit. It could be "capacity", "competency", or "power", usually referring to legal matters, or "responsibility", as in "federal responsibilities".

I would go with "federal legal capcity" or competency
