This is in the context of banking and the sentence concerns downloading some programs to the branches:

وتحتاج لتنزيلها للفروع لا سيما برامج خزائن الأمانات ودفاتر الشيكات والمكتبة والعهد للصالات

I would say: They need to be downloaded to the branches, in particular the programs for the deposit safes/vaults, the checkbooks, the library, and ???? [what is that???] As Yemeni writing (at least in this text) seems so rife with non-standard, idiosyncratic, Arabic, I can't put my finger on what conceptual background this refers to... Thanks for any help in this regard... This is quite maddening...

The design of the Central Bank in Sana'a (and other branches) has a large entrance hall with a long counter of cashier windows. These cashiers are given daily advances عهدة pl. عُهد that are reconciled at the end of the work day.
I agree the sentence structure is a little ambiguous and awkward, but without having the full context I think it means the following:
"programs that need to be downloaded to the branches, particularly programs that deal with the following: safe deposit boxes, checkbooks, library [maybe 'archives'], and advances for the cashier halls."

I guess one has to really live in Yemen or be quite familiar with the country's business practices and the like to understand parts of this text. But this is a fabulous answer. I will probably tweak the terminology or adapt it to make it more palatable or understandable for English readers, which comes to: advances to cashier counters, as "cashier halls" may sound ambiguous for those not familiar with the way of doing banking business in Yemen... But many thanks, your contributions from Yemen have been tremendously helpful...
