it talks about a failed tool
a window that you should be able to look through but in reality it is blocked
... a false window .. or something of the like
eg: "The bedroom windows overlooks the sea."It also reminds me of "A Room with a View" by E. M. Forster. So as suggested Mr. Alliouche you can use "without a view".
