This is from a text describing the ways in which a university contributes to social and civic responsibility. The "Eje Transversal" refers to a specific body within the university.

esta Dirección promueve el desarrollo del Eje Transversal de Responsabilidad Social, facilitando criterios y orientaciones para que los docentes de diversas asignaturas cooperen en la formación social y cívica de los estudiantes.

The phrase was used earlier, which I translated as something along the idea of "underpinning" the other bodies, but was in a more general context, unlike her where it is the name of the body.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

I would use board if it refers to a university body, as you say. "Transversal" means that it underlies the whole university system.

Transverse Axis

The term is commonly used in education in Argentina. It refers to an articulating idea which crosses the whole curiculum of a career, interrelating the different areas of knowledge.

I would stick with a more neutral word (i. e. "body") since it doesn't have specific connotations as to the hierarchical level. "Board" is usually a governing body, which this "eje" might not be.

An "eje" is not a body of people, it is literally an axis, in this sense, that "cuts across" departments and functions. Furthermore, "responsabilidad social" is "social responsibility", that is, the obligation of organizations to respond to labor, environmental, supplier, accountability and other social issues that affect citizens and institutions alike.
