How about: "we have now reached a stage of communication (or sharing information) which promises great cooperation" ...too wordy?

how about something like "Our current exchange of ideas/experience with French and Spanish environmental agencies in this regard is turning out to be a rather cooperative process." (or: "is taking on a very cooperative character"...)

This is another suggestion, used for sure in the USA.

Both parties are at the table to bargain and both have items they are willing to give up if the other wants them, and vice versa.
