In that context, the suitable equivalent term would be "expedient organisation" = tanthiim mubtakker = تنظيم مبتتكر

The term "expedient" (or as rendered in "US military English" as "field expedient") implies a temporary, ad hoc and pragmatic solution usually applicable only to that partlcular event.
