(قوله: بمعنى تقدم) لم يقيده باللازم لأنه يتعدى كما في زيد تقدمه عمر وكذا قيل و يرد عليه أنه يحتمل تقدم عليه فهو من الحذف والايصال فلا يدل على المتعدي. (اريد بأن : يرد عليه هل هو من رد يرد أو ورد يرد)

Your author (A) appears to comment on another (B) author's explanation of a certain text in which the verb تقدم is used. A presents B's claim that the verb تقدم in the text being explained is not restricted to act as a non-transitive verb لازم , as it can also act as a transitive verb يتعدى as in the given example: زيد يتقدمه عمر (regarding zaid, Omar precedes him). Author A then says that B's claim may be answered يُرَدُ عليه by claiming that the example could originally be زيد يتقدم عليه عمر, then على was ommited and the verb connected to the pronoun. Therefore, the verb has no object based on the ommitted على, so it can still be a non-transitive verb.
